Harvard educated Sumner Crosby was elected to the California Assembly from the Forty-seventh District in November 1910. He moved to Southern California and lived in Laguna Beach during the 1920s, editing the South Coast News. In 1932 Crosby proposed to the Laguna Beach Art Association the creation of a summer festival and art exhibit, the future Festival of Arts.
